Peace Building Strategic Framework

Mandate

The mandate and functions of the Ministry is to create and implement policies and structures that promote peace, non-violence, dialogue, reconciliation and social cohesion, as well as to prevent and respond to psychosocial issues and trauma healing amongst Dinka Ngok and other communities.

A peaceful, democratic, stable and diverse communities that guarantees human rights, social justice and freedom for all, and where conflicts are settled through dialogue.

Mission Statement

The Ministry of Peace Building aims to build and consolidate peace and stability in the Abyei Special Administrative Area (ASAA) through promoting non-violence, early warning mechanisms, social cohesion, and peaceful coexistence amongst the communities in the Area and with the communities in the neighboring States.

Strategic Objectives

  • To establish a strategic framework for key peace building initiatives and processes
  • To enhance government’s commitment and efforts in peace building at all levels
  • To establish mechanisms that recognize, prevent, contain and transform conflicts
  • To promote stability and social cohesion between and amongst conflict communities
  • To create structures and platforms for dialogue and reconciliation at all levels

Programs

  • Strategic convening (meetings and engagements) with key stakeholders
  • Awareness creation among Ngok Dinka about the mandate of the ministry and related obligations of citizens
  • Promoting dialogue, advocacy, and campaigns for peace
  • Capacity strengthening of peace building actors at all levels

  • Engagement with relevant state and non-state actors to reduce violence and promote community cohesion

  • Research, documentation, monitoring and evaluation of peace building approaches and initiatives.

 

Functions of the MPB

  • Address underlying root causes of violence and work to create societal change
  • promote community cohesion and socioeconomic development
  • Identify, in collaboration with relevant institutions and address economic, social and political root causes of violence
  • Foster reconciliation and healing in order to prevent the return of structural and direct violence
  • Ensure that preventive peace building efforts are undertaking such as diplomatic, economic development, social, educational, health, legal and security sector reform programs
  • Reconcile opponents, prevent conflict from restarting, integrate civil society, liaise with the security sector institutions to strengthen rule of law mechanisms, and address underlying structural and social issues
  • Support local capacity for peace management and conflict resolution.
  • Create an environment supportive of self-sustaining, durable peace.
  • Lead efforts to facilitate social cohesion among the people of Abyei.
  • Establish conflict Early Warning mechanisms in collaboration with national, regional and international partners
