Department of Finance and Economic Planning

The role of the Administration of Finance, Economic Planning, Investment, Labour and Public Service and Human Resources Development covers in general, the macro-economic development, collection of revenue, budgeting for expenditure of the Area. It is also responsible for creating regulatory framework that guides the trade and development of industry in the Area. The Department is also responsible for creating an enabling environment for investment through enacting policies which attract both private and public investment from and within the Area, South Sudan and internationally.

It also deals with Labour, Public Service and Human Resource Development.

Currently the Administration

 is composed of the following departments:

  • Finance and Administration
  • Department of Budgeting and Revenue (Taxation)
  • Department of Accounts
  • Department of Economic Affairs and Rural Development
  • Department of Internal Audit
  • Department of Labour, Publc Service and Human Resources Development

Vision

A capable and credible institution that maintain and control public fund (collection and spending) in Abyei Special Administrative Area transparently.

Mission

To ensure effective and sustainable economic and financial management for inclusive development in the area.

Specific functions of the Administration:

  • On Financial Management: produces rules, regulations and procedures for the financial management of all public funds, designing of strategies for the mobilisation of revenues.
  • On Macro-Economic Management: provides policy direction to the macro-economic development of the Area as well as promotion of investment in the Area.
  • On Labour, Public Service and Human Resource Development: Enhancement of implementation of Area labour laws and regulations which relate to employers and workers in both the public and the private sector.

 

Achievements:

  • Supported from local revenue the reconstruction of the Secretariat General (Gusts House and the Offices)
  • Funded from local revenue the reconstruction and renovation of number of government premises such as Department of Local Government, RRC, Department of Agriculture etc.
  • Construction of the Department of Finance which holding currently the Administrations pf Peace Building and Reconciliation and Health

Main Challenges:

  • General security situation, which is affecting economic growth as well as steady flow movements of trade across the area
  • Dependence of unsustainable and unpredictable source of fund – intermittent and irregular source of revenue
  • Poor Infrastructures and roads impacting movement in the area, especially in wet season
